Proposal description

This proposal funds the Dash Core Group's ongoing compensation costs - including all developers, administrative, and support staff - at market rates for base pay, including some benefits which we are now beginning to roll out as certain contractors are converted to employee status. By extending employment and benefits to our key contributors, we aim to improve the sustainability of working for the Dash Core Group by providing compensation and benefits commensurate with the market. Providing these benefits will greatly improve retention and provide a more stable workforce to the network.

The team currently has ~65 paid team members.  We have 10 open positions that will further expand the team over the next several months to ~75. The current run-rate is $360,000 monthly.   

The run-rate has increased in the past few months and we expect it to increase further due to a number of factors including:
a)      Extending benefits to staff that are transitioning from contractors to permanent employees of Dash Core Group Inc. (In some jurisdictions our payroll partner requires a deposit representing 2 months employee benefits/coverage due to laws and regulations governing employee terminations)
b)      Increase in the total number of employees/subcontractors as open positions are filled
c)      Targeted salary increases for employees and subcontractors to align with market rates including adjustments to account for blockchain experience
d)      New administrative costs charged by our global employment, payroll, and benefits provider for servicing employees
In the future the funding requested will also increase due to the desire to build up a 2-3 month buffer in the core team compensation line to account for potential Dash volatility

What portion of this is cashed to fiat before being paid?
What portion is paid directly as dash for the recipient coders to choose to cash out to fiat?

We get paid in 100% in Dash, but the amounts are set in fiat in our contracts, so we get the equivalent amount on the day of payment. Then it is up to each person to decide how much to keep or sell.

Obvious yes, but I am worried that the proposal still has not enough for a pass, with only a few days left. Surely our voting majority rules need a review? Am I wrong?

Every cycle a lot of proposals pass on the last day. Most votes come very late.

Will Core just keep growing? How many people are really needed?
I wish there were separate proposals for paying the current team and for supporting growth. I want everybody to get paid but I'm not convinced it's currently the right thing to do to just keep hiring more and more people.

Furthermore, I think Dash Core should plan and communicate what they'll do in the unlikely event Dash drops the $100 range. Just to be prepared

We are planning on creating a fiat buffer of 2-3 months worth of expenses held in a bank account to protect against Dash price fluctuation. To create the buffer we will be requesting funding for the compensation budget above run-rate for at least the next quarter.

I really appreciate the advance notice you gave us at the beginning of the month, was a huge load off my shoulders knowing how much was left to allocate, and gave me an opportunity to counsel pre-proposals on how and when to submit their full proposals. Hopefully we can keep this arrangement going so we can avoid a budget cycle like last month.

We absolutely plan on giving advance notice in the future. As already communicated, July will be very heavy in terms of funding requests from Dash Core Team. In early July we will post our expected budget needs for August and September (and maybe even October).

To clarify, the July budget cycle I reference is the budget cycle that will pay out on July 3rd.

I've been trying to let proposal owners--many of whom being new to the community--know about this so they can strategically plan proposal submissions around Core's budget asks, thanks for the clarification. It would be worthwhile to ensure this is communicated clearly (i.e. that a "July" budget is determined by voting in June, etc) in future announcements.

So long as we know approximately what Core will request the actual submission timing doesn’t matter that much anymore, IMO.

You, and I know that, but as a courtesy to all other potential proposal owners, Core needs to get in on budget cycles early. It will help other proposal owners gauge their likelihood of getting funded with whatever is left.

My request is not unreasonable, and I'm sure Glenn can sync his actions with the budget cycles.

I would expect that someone asking for money from the Dash treasury to be integrated enough with the community to be able to find the post by Glenn. It is clearly visible without having to scroll down if you go to the forums. And since they should be on the forums for the pre-proposal process anyway... I fail to see how they would miss this information.

I will agree that posting earlier would be better, but considering that the financial department for Core is currently a one man team that is likely swamped with escrow payments for the previous cycle early in the month (among other things I’m sure) — Glenn’s forum post is more than sufficient for now, IMO.
