Proposal description
DASH world got a bit calm the last weeks, since core team is working hard on evolution. Budget system activity dried up completely, since everybody has fear to submit tiny "personal" proposals.
Time to disrupt proposal submission fear and waiting time for evolution with a fun lottery proposal. If you vote YES for this proposal, your masternode participates with this christmas lottery and is able to win 35 DASH.
If this proposal is funded, 40 DASH will be sent to the address XwPpWi89fAdLtG1Cb3JKVqCAV44VgUm2xn. The resulting transaction hash will be compared with the hash of the 1000 DASH funding transaction (vin) of the masternodes voting YES. The masternode with the greatest match (math: lowest levenshtein distance) will win 35 DASH. 5 DASH will go back to me, to cover the proposal fee. If there are two masternodes with the same levenshtein distance, masternode with the more early vote wins.

P.S. Yes, it is definitely very unprofessional to abuse budget funding for proposals like this. But, if all tiny proposals are smashed, we inhibit innovation culture. Even if a proposal seems to be junk, it's worth to spend a few DASH on it and to see what's the outcome. In many times, new ideas spin out, which might lead to serious improvements of the DASH ecosystem. I want to encourage all masternode owners to allow 50-100 DASH to be spent each month on 1-3 tiny junk proposals, to educate people on using the budget system and provide soil for innovation!

In the long term, proposals that improve masternode holding appreciation will win over a single payout like this one.
Rango, any chance you can set this up to send out an email when a new proposal is entered?
The last transaction that makes it into a defined block xxx will win the bounty of X DASH. So if the block approches, everybody starts sending tiny DASH amounts (to themselves) to make it into the block and win the bounty. This might push some new people to use DASH, if promoted in a separate thread on BCT. All DASH users can benefit.
P.S. I think like Rango, more proposals even stupid ones would be great to strengthen the community, and to encourage people to vote, and think !
But complicated (greed and so on, because i would lose the chance to win DASH if i vote NO and if the majority votes with YES...), but i will vote NO because i believe it's the right decision, because the YES vote is wrongly motivated by greed, and only the YES voters will be part of the lottery.
(Also miners are completely left out by the lottery and ofc the rest holders who can't vote YES, so obv the idea to pay only YES votes is horrible, if you get around it with a better idea to give everybody participating in DASH a chance to win, i would perhaps vote YES, just for fun :)
