Proposal description

This proposal concerns the DASH marketing activities in the Russian-speaking segment (market size: about 250 million Russian-speaking users from Russia, Ukraine, Belarus, Kazakhstan, Uzbekistan and other countries).
This proposal asks for 20 Dash monthly during next three months (60 Dash totally). 
Examples of activities:
- translation of important Dash related information and articles,
- news translations for channel:

I voted no. You are our largest Dash masternode whale (98 masternodes !!) that is actively participating in our Dash Governance system and i calculate that you at least receive 600 dash a month through those 98 masternodes. I really do not see the need for this budget proposal and i also think there is a conflict of interest here at play.

The reality looks little bit different.
I personally do not own any MNs. Dash provides such functionality like vote delegation.
Who are delegators and if they are Russians or Indian or Canadian it is unknown.

So you are a vote delegator that has access to 98 votes from an unknown wealthy Russian masternode whale entity and decided to create a budget proposal instead of asking for a donation from that unknown wealthy Russian masternode whale entity ? Which you then upvoted with your 98 delegated votes ?

The dash-news.de website is somewhat conservative with its calculations, so i rounded the masternode earnings up to 600 dash per month.

This unknown wealthy Russian masternode whale entity left his digital fingerprints in our Dash governance system, when it paid the proposal fee from this budget proposal with an input amount of one of its masternodes. If mnowatch.org can detect it with its limited analyzing tools, then other agencies / countries can do the same.

Markets in Crypto-Assets (MiCA) Regulation is expected to finalize its final proposal text and vote on it this year (2023). There were articles late last year about the EU considering a ban on certain privacy coins, which includes Dash. The last thing Dash could use is getting mixed up in funding a budget proposal that very openly leads to an unknown wealthy Russian entity with 98 masternodes that could be using Dash in an effort to either circumvent existing sanctions against Russia or tries to circumvent an existing sanction against itself.

All in all i feel a strong drive to distance myself from both the vote delegator and the unknown wealthy Russian entity with 98 masternodes behind this vote delegator.

I understand you think otherwise, but MICA or any other politically charged regulation is not the issue here because the banks and the politicians will always defend themselves and use the same predictable tactics of divide and conquer. Today it's MICA, tomorrow it's something else, designed to divide, it really doesn't have to be about Dash at all, they can and will find other narratives and criteria. Climate change is a trendy excuse, tomorrow it's terrorist financing and so on. They demand we assimilate into their system, one step at a time.

Return to roots. Universal money that transcends borders and traditional politics. This should be obvious but.. the vast majority of Russians are not evil and deserving of punishment. Better to live by this than the endless sh!t churned out by corrupt politicians, for whom we probably will never meet long enough to care. Politicians planning and scheming. A superficial concept should not rise above what is real in the world.

MNOs should support what they believe is positive, not to carry prejudice and regurgitate the words of a state. Exert your independent thought of another human that isn't trying to manipulate others. If you genuinely believe the PO is acting in bad faith then by all means vote No.

The PO has not confirmed yay or nay to whether they are the same people behind Russian translation work at DCG, but if they are, then I can personally vouch they are genuine.

There is also the issue with now knowing there is a rich Russian entity behind this proposal and we don't know if this rich Russian entity has been sanctioned by the EU / USA / other countries for possibly supporting and enabling the war that Russia is inflicting upon Ukraine and its civilian population or not.

So i think Dash should be very carefull directly funding any unknown rich Russian entity during a year when in Europe regulation are finalized and voted upon by the EC and EP that directly affects Dash.

Would be interesting to know the size of the russian speaking community, how many members in the telegram chat, how many messages per day. What videos do you plan on making in the future, are there any plans for merchant adoption in the region.

How closely do you work with , if at all, the Core group or any other development groups being funded by dash?

It seems that there is also a Russian masternode whale behind Dash_RU_community, who has 98 masternodes and that whale just voted on several budget proposals with his 98 votes.

Actually i think i need to make a correction here. It seems that larger masternode whales bluewhale (142 masternodes) & weejohnny (229 masternodes) vote as well, they just don't vote history on mnowatch.org like that of this Russian masternode whale (98 masternodes) named masterblaster.

Which makes this masternode whale the third largest masternode whale that use the Dash Governance system (voting on budget proposals).

Since Dash Central randomize the votes i assume this masternode whale does the voting manually, causing a direct vote result on mnowatch.org

I still wonder how this masternode whale can vote 98x, in a timespan of two hours..

gobject vote-many <proposal_hash> funding yes.

Even if all your collaterals are in cold storage, eg trezor/ledger, so long as your voting keys are in the core wallet, you can vote with all your nodes at once, in fact, this is the recommended setup. There is no point of people keeping their voting keys in cold storage, only the collateral should be there, all other keys are best kept in the core wallet.

My personal estimation is around 300-350 million of Russian speaking people in the world.
Crypto payments are not possible in Russia itself (authorities are still thinking how to regulate it), but many people are involved in crypto since it is real money and they can take advantage of it as:
moving money around the world
or
save its purchasing power.
Also many people in neighborhood-countries like Kazakhstan/Ukraine/Middle Asian countries speak a lot Russian and participating Russian chats/groups and so on.
Millions of Russian speaking people live in Europe/USA/Canada/Dubai/Thailand etc. Participating in it's crypto scene.

Few people from Core are in the Russian Telegram chat and give us some feedback which we are very appreciated.
There is generally very narrow information flow toward Russian community -- sure everybody can find information in ENG groups/discord etc. But how experience shows, it very frequently not the case, people still looking for info in mother tongue.
